But this money will be given in vouchers, with which the mothers will be obliged to buy only baby products, which will include powdered milk, which is anyway free, and pampas, socks or other things made strictly for babies. The measure, say the ministry officials, was introduced following the insistence of representatives of non-governmental organizations, who demanded the direct protection of the child, claiming that parents use the child's money to buy their daily alcohol, not to care for their offspring. .


The Ministry of Labor, Social Solidarity and Family has succeeded in reaching a final form of the draft ordinance that brings changes in granting childcare allowances for up to two years. After the intention to half the amounts benefited by the mothers aroused vehement protests, the Ministry of Labor withdrew the project, and then came out with three other variants that it submitted for public debate.
In a dramatic end, the ministry leadership opted for the version with the number 3, which, apparently, would not bring very visible changes to the old regulations in the field. Thus, according to her, the current amount of the state allowance for children will become 2,000,000 lei a month, until the date of fulfillment by the child of the age of two years, respectively 3 years, in the case of the disabled child. This money will be transformed into valuable vouchers, mothers can only buy products that are strictly for children of this age. "This was the proposal of the NGOs, which I agreed with. The measure is intended to be a protection for the child, because in this way we know for sure that the money will only be used to raise the child," Maria told us Muga, Secretary of State in the MMSSF, coordinator of social assistance and family policies.
Another modification that the project brings in its final version is the increase of the contribution period necessary for establishing and granting the allowance for raising the child up to two years, from 10 months to 12 months. "Persons who, in the last 12 months prior to the birth of the child, have made professional income for which they have paid compulsory taxes and social contributions will benefit from a paid leave of 6 million lei monthly until the child reaches the age of two years," it is shown in the draft normative act.
This means that the mothers who will opt for such leave will receive cash 6 million lei and, in nature, that is, in bonds, another two million lei. For those who choose to give up leave, the cash received will be only one million lei plus the bonds worth two million lei. In this way, the possibility of hiring a voucher to pay from the money received from the state disappears, because the amount of one million lei will not be sufficient.
The management of the MMSSF, the one who initiated the normative act, argued that the sum of three million lei given to the mothers returning to work could have been used for hiring a bone. However, with the appearance of the vouchers, however, it is unlikely that the voucher will accept the payment in pampers or pacifiers. For mothers who did not have a job before the birth of the child, the state will pay only the two million lei representing the increased allowance, money converted into vouchers.
Natality decreases
The demographic policy after 1990 has not had any positive results in the increase of birth rate. The only measure meant to encourage mothers to give birth to children was to grant the allowance for two years, an allowance that reaches, at present, 7,830,000 lei. The compulsory contribution period was at least 10 months, so that only 25% of the parents were in these conditions, taking into account the high unemployment rate among women.
The representatives of the MMSSF consider that among the great advantages of the changes are the universalization and outsourcing of the benefit, encouraging the entry into the labor market or resuming the activity, avoiding unpaid situations, keeping the work place, ensuring in the health system, as well as encouraging the birth by increasing the number of benefits. potentials at about 400,000.
The disadvantages include only the difficulties in the plan of administration and management of the system and the higher costs. It should be specified that the amount of 6 million lei per month will be granted only for the first three births, this is probably a protection measure against stimulating the birth rate. The estimated annual budgetary effort will be RON 1,847,924,400, money that will no longer be supported from the social insurance budget.
