Only as a study by the Council for Financing Pre-university Education shows that the money that the state should give a year for the education of children are much more, starting from 19 million lei for a child from the city going to a kindergarten with normal program and reaching 80 million old lei for a child from the country who attends a kindergarten with weekly program.
The amounts for each preschooler or student differ depending on the education cycles and the rural or urban environment.

"For the study, it was considered that all schools have normal learning conditions, although they actually differ," said Ilie Dogaru, director of the Council for Financing Pre-University Education.
In fact, if the state were to grant this money, schools, kindergartens and high schools should provide children with modern educational conditions. Currently, from the state budget is granted for each student an amount between 15 and 17 million old lei per year. From this money should cover the costs for textbooks, transportation, teachers' salaries, school repairs, but also scholarships.
The amount for the pupil from a secondary school in the urban area does not differ much from that of the rural one. The cost per year is 23.000.000 old lei for the urban and 300.000 lei more for the one of the communes and villages. The smallest amount is for the student from a primary school in the urban area.
Because there are very few schools with grades I-IV, the majority being general, the amount should be about 19 million lei. The amounts increase as the school is more specialized. For example, at a music school, the cost per student is about 35 million lei. And in high schools, the amounts are about the same. Exception is only the high school of arts, where the amount is over 44 million lei per year for each student.
"For each education cycle a standard cost will be calculated, ie a national fixed amount for kindergartens, schools and high schools. To this sum will be added two or three correction coefficients or additional funds, which will be variable," explained Mircea Miclea, Minister of Education.
These funds will be allocated depending on the rural or urban environment, the number of students in a class, the number of teachers and classes, but also depending on the additional funding for disadvantaged students or ethnic minorities. This funding program will be implemented from the 2006-2007 school year.
