Next year, the health system will operate under a new framework contract for the provision of medical services. About the news brought by this contract, I spoke with Prof. Dr. Cristian Vladescu, president of the National Health Insurance House.
- What does the framework contract for 2007 bring?
- For primary health care, it is proposed to introduce, for family doctors, for guidance, the budget for prescribing drugs and for paraclinical medical investigations. A similar proposal is formulated for outpatient specialists. At the same time, the beneficiaries of the minimal package of medical services will no longer be removed from the records of the family doctors, but will be inscribed on a special list, in order to benefit from emergency medical services and medical assistance in the case of diseases with endemo-epidemiological potential. .

The project of the new framework contract also details how the annual medical check-up will be carried out for the insured, providing that this can be done both at the request of the family doctor and the patient, but also if the insured person presents at the medical office for acute illness.
- How will the problem of funds for compensated and free medicines be solved?
- At pharmacies we have proposed to introduce the obligation of pharmacists to issue compensated medicines with the lowest price, their more expensive equivalents being issued only at the request of the insured. At the same time, for pharmacies that do not comply with their work program, penalties were provided consisting in the gradual diminution of the value of the contract with the Insurance House or its termination. For children, pregnant women and slums, it is proposed that these categories of persons may benefit, on a monthly basis, free of charge, of a prescription containing a maximum of four OTC medicines, in addition to the general list of compensated drugs.
