The law was not approved because of absentee senators. Absenteeism in Parliament has become a chronic disease, and organic laws cannot be passed for several good weeks. The ordinance by which the new mother was supposed to receive six million lei during her non-working period and another two until the child was two years old was rejected by the senators.
According to the ordinance, the mothers would have benefited from two million lei allowance for the child and if they had returned to work. The PSD voted against the reason that it would be a discrimination for the babies to receive two millions, while the children over two years receive an allocation of 200,000 old lei. Nine votes were missing for the Government's proposed ordinance to pass the Senate, and that's because 62 Coalition senators from 134 were missing.

According to the attendance list neither the PC president Dan Voiculescu was present in the room when the ordinance was voted. But he backed out in front of the press. "I was in the room, I voted, I abstained, and you mean you are with your head in the clouds," Voiculescu said.
Just on Thursday, the Prime Minister paid a visit to Parliament to see how many Liberals are in office. "We decided that the presence should be a criterion, either for the participation on the lists in the European Parliament or for the national lists," said the prime minister.
The negative vote was given in parliament just when the Minister of Labor presented in the press conference the benefits of this new system. Now, mothers receive eight million lei by the age of two, which they lose if they return to work.
